The Xiangzhou Science and Technology Innovation Center project is a major science and technology industry platform led by the Zhanjiang Municipal Government, positioned as a demonstration carrier for scientific and technological innovation under the context of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA). Leveraging Zhanjiang's strategic geographic advantages as one of the core cities in the GBA, the project capitalizes on the national strategy of deepening Guangdong-Hong Kong-Macao cooperation and building an international scientific and technological innovation center, aiming to aggregate high-end innovative resources and establish a leading and influential industrial innovation hub. The project primarily serves high-tech enterprises and innovative talent, integrating Zhanjiang's existing industrial foundation and policy advantages to promote the integration and development of science and technology innovation with urban development.

Research background

As one of China's most dynamic and internationally integrated regions, the Guangdong-Hong Kong-Macao Greater Bay Area has placed higher demands on the regional scientific and technological innovation system. As a key supporting project for Zhanjiang's active integration into the GBA development framework, the Xiangzhou Science and Technology Innovation Center requires a thorough understanding of regional industrial development trends and the core needs and pain points of high-tech enterprises regarding the functional facilities and services provided by the park. This will ensure the project establishes an accurate market positioning, a clear industrial roadmap, and forward-looking functional design from the outset, enabling the park to effectively aggregate and transform innovative elements.

Research scope

In August 2019, CEIDEA Research, commissioned by the Xiangzhou District Business Bureau and Dongtan Consulting Company, conducted in-depth field visits and research on high-tech enterprises in Zhanjiang and surrounding regions. Through a combination of enterprise interviews, questionnaires, and on-site exchanges, the study systematically gathered specific requirements and pain points of target enterprises regarding park facilities, government services, talent support, technology transfer, investment and financing matchmaking, and community functions. The research also integrated the policy environment of the Guangdong-Hong Kong-Macao Greater Bay Area and Zhanjiang's local industrial foundations, analyzing the distribution of regional scientific and technological resources and the developmental stages of enterprises, providing multidimensional insights for the overall park planning.

Expected outcomes

This research will provide comprehensive data support for the functional positioning, spatial planning, industrial system construction, and service design of the Xiangzhou Science and Technology Innovation Center. The final report will help the project stakeholders clarify the differentiated value of the park within Zhanjiang and the broader Greater Bay Area, establish policy and service mechanisms closely aligned with enterprise development needs, and promote an efficient development path of 'investment leads to on-site establishment and operation leads to maturity.' This will provide significant support for Zhanjiang in building a hub for concentrated innovation resources and a thriving science and technology industry ecosystem.
