Dongguan Kanghua Hospital was constructed with an investment of 2.6 billion RMB by the Dongguan Kanghua Group, officially groundbreaking in 2003 and commencing operations in 2006. It is a large-scale, Class-A private hospital integrating ecological, humanistic, and technological elements. The hospital has established a comprehensive medical service system based on international standards, covering full-service chains including diagnosis, rehabilitation, and prevention. On November 8, 2016, Kanghua Medical Group successfully listed on the main board of the Hong Kong Stock Exchange, becoming a key representative of private healthcare systems in the South China region.
Research background
The Houjie Elderly Care Facility is a public welfare institution established and funded by Mr. Wang Jincheng, Director of Kanghua Medical Group, and currently operated by the government. However, due to aging infrastructure and insufficient medical and elderly care integration, the facility has encountered operational bottlenecks. In recent years, as the 'public-builder, private-operator' (GBPO) model for elderly care has matured nationwide, the Houjie Town Government has proposed implementing a GBPO reform for the facility. Given Kanghua Hospital's strong medical resources and management capabilities, the hospital has expressed interest in taking over the project. To ensure scientific and feasible collaboration, Kanghua Hospital commissioned this specialized research study.
Research scope
In August 2020, CEIDEA Research was entrusted by Kanghua Hospital to conduct an in-depth investigation into the current operational status of the Houjie Elderly Care Facility, the policy trends of the GBPO model, and regional elderly care demand. The study covered the current utilization efficiency of facilities, level of medical and elderly care integration, staffing structure, and operational model at the Houjie facility, as well as an analysis of alignment between Kanghua Hospital and the project in terms of medical-elderly care services, operational capacity, and brand influence. Additionally, the study reviewed case studies of GBPO elderly care institutions across various regions, combined with the socio-economic and demographic conditions of Dongguan, particularly its aging population, to estimate the economic and social impacts following the reform.
Expected outcomes
The final report will provide a comprehensive feasibility assessment of the GBPO reform for both Kanghua Hospital and the Houjie Town Government, identifying key areas of alignment in operational management, service enhancement, and resource integration, and offering phased implementation strategy recommendations. Furthermore, the study will serve as a practical model and decision-support framework for Kanghua Hospital's future expansion into the elderly care sector and its development in medical-elderly care integration, thereby enhancing its strategic position within the regional elderly care system.
