During Zhangwu County's ongoing efforts to improve its business environment, certain administrative approval processes have been found to still suffer from inconsistent service standards and inadequate staff performance. To further strengthen the integrity and efficiency of approval procedures, the Zhangwu County Business Environment Construction Bureau led, in collaboration with relevant functional departments, a comprehensive internal investigation targeting potential violations. The purpose of this investigation is to accurately identify service issues and risk points during the approval process, initiate timely corrective actions, and comprehensively enhance the quality of government services. Research Content In April 2020, CEIDEA Research was commissioned by the Zhangwu County Business Environment Construction Bureau to conduct a special investigation into potential service violations within administrative approval processes. The research was carried out in two parallel phases: first, through SMS notifications and telephone interviews, enterprises within the jurisdiction were surveyed to identify non-standard service issues encountered during approval procedures, specifically pinpointing business types and involved departments to guide future targeted monitoring; second, using a 'mystery shopper' approach, high-risk approval matters frequently mentioned in enterprise feedback and identified as having significant violation risks were visited in person for real-world processing experience. The mystery shoppers simulated actual business processes such as inquiries and document submissions, and recorded staff service conduct through audio and video documentation, focusing on detecting any irregular operations, implicit fee suggestions, or delays in processing, thereby establishing a complete chain of evidence for service behavior monitoring. Expected Outcomes As a result of this research, the Zhangwu County Business Environment Construction Bureau will obtain a comprehensive and precisely targeted dataset on approval service monitoring, identifying actual violations and potential service risks within approval processes. The findings will provide objective grounds for departmental accountability and corrective actions, and also offer direction for further refining approval workflows, clarifying service standards, and strengthening internal oversight mechanisms. Ultimately, the report produced by CEIDEA Research will support Zhangwu County in optimizing approval service processes and standardizing front-desk service operations, providing strong support for building a fair, transparent, and efficient business environment, and helping Zhangwu County lead the regional business environment improvement efforts.
