Research background
As a model city for Zhejiang's high-quality development and construction of a common prosperity demonstration zone, Hangzhou is actively promoting the development of an integrated elderly and child care service system. Facing the dual societal demands for early childhood and elderly care, Hangzhou has continuously strengthened its network of accessible early education and elderly care services, promoting the establishment of institutions such as Infant and Toddler Growth Hubs, affordable childcare spots, and integrated health and wellness consortia. To assess the effectiveness of these initiatives, in July 2022, the Hangzhou City Performance Evaluation Center commissioned CEIDEA Research to conduct a performance assessment of the city's comprehensive 'elder and child' care service system, aiming to obtain authentic, comprehensive data to guide future policy improvements.
Research scope
CEIDEA Research selected integrated health and wellness consortia, infant and toddler growth hubs, and affordable early childhood care institutions within Hangzhou as the assessment targets. Using methods such as on-site visits, questionnaires, and in-depth interviews, the study evaluated the services across multiple dimensions, including infrastructure, service quality, policy implementation, resident satisfaction, policy support, and public needs. The research not only examined the operational status and user feedback of the projects but also explored the effectiveness and existing challenges of current institutional mechanisms, providing a comprehensive reflection on the challenges and development recommendations encountered during the implementation process.
Expected outcomes
This performance assessment will provide the Hangzhou City Performance Evaluation Center with comprehensive, objective, and authentic baseline data, helping the government understand the current status and actual achievements of the 'elder and child' care service system. The findings will serve as a basis for optimizing related policies, improving resource allocation, and enhancing service quality, ultimately promoting the establishment of a more scientific, sustainable elderly and early childhood care system and supporting Hangzhou's efforts to build a high-quality, common prosperity demonstration city.
