Research background
In order to implement national and provincial housing security policies and effectively enhance the housing security service capabilities of Jiangmen City, the Jiangmen City Housing and Urban-Rural Construction Administration has decided to systematically advance housing security initiatives from 2020 to 2025. To ensure the scientific rigor and feasibility of the planning, the government has decided to conduct a comprehensive field investigation prior to the planning phase. This investigation aims to thoroughly understand the current state of housing security and the housing needs of various population groups, adhering to the principles of 'people-centered, context-appropriate, and precise policy implementation'.
Research scope
In July 2020, CEIDEA Research was commissioned jointly by the Jiangmen City Housing and Urban-Rural Construction Administration and the Guangdong Provincial Institute of Urban and Rural Planning to conduct this specialized housing security survey. The survey targeted three key groups: current beneficiaries, potential beneficiaries, and various talent groups. Research methods included questionnaire surveys, on-site interviews, and data analysis. Key data collected included personal and household basic information, commuting patterns, current housing conditions, and housing needs of respondents. A multi-dimensional population profiling model was established, and in conjunction with urban development demands, the study assessed future directions and priority locations for the construction of affordable housing, providing foundational data and practical basis for the development of the 'Jiangmen City Housing Security Work Plan (2020–2025)'.
Expected outcomes
This survey will produce a comprehensive report on the current status and demand for housing security in Jiangmen City, serving as a decision-support tool for subsequent policy planning. Through data-driven analysis, the government will accurately identify target beneficiaries, determine priority construction areas and product types, ensuring more scientific and rational allocation of housing resources and effectively improving the quality of public welfare services, thereby promoting the high-quality development of Jiangmen City's housing security system.
