The Sunyi Transportation Bureau is a functional department under the People's Government of Sunyi District, Beijing. Currently, the bureau employs a total of 274 full-time staff members. Research background
To continuously improve the public bicycle service system, the Sunyi Transportation Bureau has, since 2020, adopted a third-party service model to conduct comprehensive supervision and management of public bicycle operation services. Given the significant role public bicycles play in promoting low-carbon, eco-friendly travel and alleviating traffic congestion, the quality of their services directly impacts user experience and overall travel efficiency. Therefore, the Sunyi Transportation Bureau urgently needs to employ professional methods to scientifically assess and continuously optimize service quality.
Research scope
In May 2020, CEIDEA Research was commissioned by the Sunyi Transportation Bureau to conduct a full coverage quality assessment of public bicycle operation services across 282 service points in the Sunyi District. A combined management mechanism of 'daily inspections, weekly summaries, monthly evaluations, quarterly assessments, and annual reviews' was implemented, supplemented by an irregular emergency inspection system to comprehensively collect operational data. Concurrently, user satisfaction surveys, emergency response monitoring, and public feedback collection were conducted to establish a multi-dimensional monitoring and evaluation system covering service operations, user experience, and issue response, forming a complete service quality management cycle.
Expected outcomes
The final research findings will enable the Sunyi Transportation Bureau to fully understand the operational quality and service weaknesses of the public bicycle system, providing solid evidence for system improvement and enhancing public satisfaction and usage frequency. The report will offer scientifically sound and actionable recommendations for future optimization of service locations, operator management, and emergency response mechanisms, thereby advancing the overall level of public bicycle services in Sunyi District.
