The Shenyang Municipal Administration for Industry and Commerce is the administrative body under the Shenyang Municipal Government responsible for market supervision. Its primary responsibilities include business registration, maintenance of market order, protection of consumer rights, and promotion of small and medium-sized enterprise (SME) development. As national policies supporting SMEs continue to deepen, the Shenyang Municipal Administration for Industry and Commerce has actively implemented various preferential policies, aiming to stimulate the vitality of SMEs and promote the healthy development of the local economy.

Research background

Small and medium-sized enterprises (SMEs) serve as key drivers of employment, entrepreneurship, and economic vitality, and have become a priority focus for government support. Although the state has introduced a series of favorable policies, implementation at the local level may still face challenges such as insufficient awareness, inadequate implementation, and the absence of mechanisms for enterprise feedback. To address these issues, the Shenyang Municipal Administration for Industry and Commerce has conducted on-site field research to understand the actual implementation status of policies and the specific needs of SMEs, thereby improving supporting measures and enhancing the efficiency and precision of policy execution.

Research scope

In May 2015, CEIDEA Research was commissioned by the Shenyang Municipal Administration for Industry and Commerce to conduct on-site investigations of SMEs across different districts and regions in Shenyang. Using a combination of questionnaire surveys and in-depth interviews, the study covered multiple urban districts and economic development zones. The focus was on understanding SMEs' awareness of national and local policy support, their actual access to preferential policies, difficulties and obstacles encountered during the application and implementation of these policies, as well as collecting systematic feedback and suggestions from enterprises regarding current policy effectiveness and future expectations, to accurately reflect the real policy experiences of SMEs during operations.

Expected outcomes

This study is expected to comprehensively reveal the current level of awareness, utilization, and challenges faced by SMEs in Shenyang regarding policy implementation. It will further provide data support and improvement recommendations to local governments for optimizing policy design and enhancing policy execution efficiency, ensuring that policies are effectively implemented and that SMEs gain tangible benefits and stronger development momentum, ultimately contributing to the high-quality development of Shenyang's economy.
