Research background
With the acceleration of urbanization, community life has become increasingly complex, and a growing number of resident disputes have emerged, with dispute manifestations becoming more diverse, subtle, and interwoven. Inadequate conflict resolution may lead to mass petitioning, upward-level petitions, and even large-scale incidents, placing higher demands on social governance. To effectively grasp the current situation of grassroots conflicts and optimize its working mechanisms, the Yantian Petition and Visit Bureau urgently needs a systematic investigation into the actual conditions of community-level disputes
Research scope
In May 2015, CEIDEA Research was commissioned by the Shenzhen Yantian District Petition and Visit Bureau to conduct on-site field investigations at various community service stations and resident households within the district. The investigation covered: community demographic and environmental conditions, residents' awareness and usage of petition and expression channels, common types and root causes of current disputes, residents' needs for mental health support, and public awareness and acceptance of third-party organizations participating in mediation. The project integrated interviews with community officials, resident questionnaires, and qualitative focus group discussions to comprehensively map the current state of community conflicts.
Expected outcomes
The final research report will provide data-based support for the Yantian Petition and Visit Bureau to scientifically assess the development trends and risk points of community conflicts, promote the improvement of collaboration mechanisms between petition departments and community service stations, and enhance the efficiency of early-stage conflict resolution. By analyzing residents' pathways for expressing concerns and their perceptions of mediation, the study will contribute to the development of a multi-stakeholder, preventive-based community governance system, thereby reducing incidents of civil-to-criminal cases, mass petitions, and upward-level petitions, and advancing the community toward a safer, harmonious, and rule-of-law-based environment
