Research scope
In April 2015, CEIDEA Research was commissioned by the Qiqihar State Taxation Bureau to conduct a sample survey involving 1,000 enterprises across 17 district branches. The survey employed a combination of home visits, questionnaire interviews at tax service halls, and telephone interviews to systematically assess taxpayers' satisfaction with the bureau's service attitude, processing efficiency, policy communication, information transparency, guidance on procedures, tax filing processes, and the handling of issues. Key factors influencing taxpayer satisfaction were quantitatively analyzed, and an overall evaluation of the tax service performance was provided.
Expected outcomes
Through this survey, the Qiqihar State Taxation Bureau will gain a systematic understanding of the current level of taxpayer satisfaction and their primary concerns, and comprehensively identify existing issues and weaknesses in service operations. The final report will provide specific recommendations for optimizing service processes, improving service efficiency and quality, enhancing information transparency, and advancing service brand development, ultimately achieving a comprehensive goal of balancing service and administration, and promoting coordinated improvements in management and satisfaction.
