Guangzhou Metro Design & Research Institute - Risk Assessment Survey for Dongguan's Tram Project

Company overview
Guangzhou Metro Design & Research Institute Co., Ltd. is a nationally recognized, large-scale, comprehensive design organization with business operations spanning urban rail transit, municipal engineering, civil defense projects, architectural design, environmental engineering, and other fields. The company possesses end-to-end technical service capabilities across the entire value chain—from planning, surveying, and design to research, consulting, and supervision. As one of the leading institutions in China's urban rail transit sector, Guangzhou Metro Design & Research Institute has played a key role in multiple urban rail projects across Guangdong Province and beyond.
Research background
With the continuous advancement of urbanization, Dongguan is actively exploring diversified pathways for public transportation development. The SL1 Line, one of the pilot tram projects initiated in Dongguan, is planned along major urban thoroughfares. The line spans approximately 12.3 kilometers with 21 stations, passing through numerous residential areas, commercial districts, and public facilities. Given the potential impacts of rail construction on residents' daily lives, commuting, and living environments, to ensure the project's legality, scientific rigor, and orderly implementation, Guangzhou Metro Design & Research Institute is conducting a social stability risk assessment among residents along the route.
Research scope
In January 2015, CEIDEA Research was commissioned by Guangzhou Metro Design & Research Institute to conduct a questionnaire survey targeting households potentially affected by stations and sections along the Dongguan SL1 Line. The survey focused on residents' awareness, attitudes, levels of support, potential concerns, and possible grievances related to the tram project—including land expropriation compensation, noise disturbance, changes in traffic organization, and construction impacts. By systematically collecting and categorizing residents' opinions, the study will identify potential social stability risk factors, and conduct predictive and tiered risk assessments based on regional conditions.
Expected outcomes
The final research report will comprehensively identify the types and mechanisms of potential social stability risks along the SL1 Line during project implementation, scientifically evaluate the likelihood and impact levels of various risks, and propose preventive and response strategies. This report will provide critical decision-support for government authorities and construction contractors, guiding enhanced communication and coordination, improved compensation policies, and optimized construction organization to safeguard residents' legitimate rights and interests, and ensure the smooth progress of the project.
