Ezhou State Tax Bureau is the government department responsible for state tax administration in Ezhou City, Hubei Province. It oversees the collection, management, and service of central taxes such as value-added tax and consumption tax within its jurisdiction. As of June 2012, the Ezhou State Tax system had provided services to 8,216 taxpayers across the city. For many years, the bureau has continuously advanced the modernization of its tax service system, focusing on improving service quality and optimizing the relationship between taxpayers and tax authorities, aiming to establish a transparent, standardized, and efficient tax environment
Research background
As the reform of taxpayer services has progressed, tax authorities have increasingly emphasized service experience and feedback mechanisms regarding taxpayer satisfaction. To comprehensively understand the service experiences of taxpayers across different districts, identify shortcomings in service processes, and continuously improve service quality, the Ezhou State Tax Bureau commissioned a third-party research institution to conduct a systematic survey of taxpayers within its jurisdiction. The study aims to identify key pain points through scientific methods, build differentiated service systems, and enhance the service brand image
Research scope
In July 2013, CEIDEA Research was commissioned by the Ezhou State Tax Bureau to conduct a comprehensive survey on taxpayer service satisfaction across the entire city. The study employed a combination of telephone sampling surveys and face-to-face interviews, with samples covering taxpayers of various sizes and types. The research focused on dimensions such as taxpayer satisfaction with services, effectiveness of policy communication, convenience of tax filing procedures, service attitude at service windows, efficiency of consultation responses, and user experience with online tax filing systems. CEIDEA Research compared service performance across different district bureaus, systematically analyzed service differences, and conducted in-depth investigations into key factors affecting satisfaction based on actual feedback.
Expected outcomes
The final research report will clearly present the state of taxpayer service satisfaction and variations across different district bureaus, identify issues and weaknesses in service processes, and propose practical and actionable improvement recommendations. The report will provide scientific basis for the Ezhou State Tax Bureau to develop differentiated improvement strategies by region, refine service processes, strengthen policy communication and training, and optimize the information technology service platform, thereby helping to build an efficient, transparent, and satisfactory taxpayer service system
