Research background

As the social insurance system continues to develop and mature, public attention toward social insurance services has been steadily increasing. However, there remain gaps in public understanding of social insurance policies, accessibility of enrollment methods, and awareness of payment obligations. In its efforts to promote universal coverage and streamline service processes, the Guangzhou Social Insurance Fund Administration urgently needs to understand the public's level of knowledge about social insurance policies and their actual willingness to participate. It also seeks to identify genuine user needs regarding purchasing channels and service models. To develop scientifically grounded strategies for future social insurance promotion and service optimization, the administration has commissioned CEIDEA Research to conduct a comprehensive survey on the willingness to participate in social insurance among urban residents across Guangzhou.

Research scope

In May 2013, CEIDEA Research was commissioned by the Guangzhou Social Insurance Fund Administration to conduct a study on the willingness to participate in social insurance among urban residents in Guangzhou. The research employed a quantitative questionnaire format, covering multiple administrative districts across the city. Samples were collected through random street intercepts to ensure broad representation and representativeness. The survey focused on residents' awareness of social insurance, current enrollment status, motivations and concerns regarding participation, and preferences for payment channels and procedures. Based on data collection and analysis, the study aims to identify information gaps and user pain points in current social insurance promotion efforts, and to provide constructive recommendations from the perspective of the public.

Expected outcomes

Through this research, the Guangzhou Social Insurance Fund Administration will gain a systematic understanding of different population groups' levels of awareness regarding social insurance policies and their distribution of willingness to participate. The findings will provide data support for developing more targeted strategies to promote public participation. The research outcomes will contribute to optimizing the social insurance enrollment process, expanding payment channels, and improving the effectiveness of policy communication, ultimately driving continuous improvements in Guangzhou's social insurance participation rate and building a more convenient and efficient social insurance service system.
