The Shenyang Military Region is one of the seven major military regions of the People's Liberation Army, long responsible for defense and security in Northeast China, with operational jurisdiction covering Liaoning, Jilin, and Heilongjiang provinces. It plays a significant role in safeguarding national security and supporting local economic development. Over the years, it has produced numerous advanced models and heroic figures, such as Lei Feng and Liu Yingjun, demonstrating strong political influence and public reputation. Its headquarters is located in the central area of Shenyang's Heping District, adjacent to hospitals, schools, residential communities, and commercial zones, occupying a strategically important location with complex traffic conditions

Research background

With the continuous increase in commercial, residential, and traffic density in the central urban area of Shenyang, the area surrounding the North Fifth Road and North Sixth Road, where the Shenyang Military Region Command is located, has experienced a surge in traffic volume and severe congestion during peak morning and evening hours. This situation not only disrupts the normal entry and exit of military personnel and vehicles but also poses potential safety hazards. To ensure the management and safe passage of troops, the Camp Management Department has requested a comprehensive vehicle traffic survey of the area to provide data support for the subsequent formulation of rational traffic guidance and vehicle access restriction measures.

Research scope

In November 2015, CEIDEA Research was commissioned by the Camp Management Department of the Shenyang Military Region Command to conduct a one-week vehicle traffic volume monitoring and data collection effort on the North Fifth Road and North Sixth Road in Heping District. Using methods such as installing video surveillance equipment, on-site manual counting, and time-period-based data recording, the study comprehensively covered peak morning and evening hours as well as regular commuting periods. The monitoring included various vehicle types such as private cars, taxis, public buses, and trucks. The survey also documented traffic facilities, parking conditions, and congestion hotspots along the road to ensure data completeness and practicality, ultimately providing the military region with a detailed traffic volume report and recommendations.

Expected outcomes

Through this vehicle traffic monitoring and research, it is expected to fully understand the traffic distribution patterns, peak congestion periods, and underlying causes on the North Fifth and North Sixth Roads. The findings will provide a solid basis for the Shenyang Military Region to formulate scientifically sound and reasonable access management strategies. The research outcomes will directly support the optimization of camp entrance and exit configurations, coordination of surrounding traffic resources, and recommendations for traffic restrictions or diversion measures, effectively improving the convenience and safety of troop and vehicle movement in and out of the camp. Additionally, the data will serve as an important reference for local government authorities in urban traffic optimization initiatives.
