Research background
Metro projects, due to their long construction periods, large investment scales, and extensive construction scopes, often involve factors such as property relocations, traffic adjustments, and impacts on business operations. These factors directly affect the daily lives and interests of residents and business operators along the lines. As such, during the advancement of urban rail transit construction, scientifically assessing social stability risks and effectively preventing social conflicts has become a crucial prerequisite for ensuring the smooth implementation of projects and social harmony and development. In response, prior to the initiation of the Chengdu Metro Line 1 South Extension, Line 3 North Extension, and Phase 2 of Line 4, China Railway 2nd Design Institute decided to conduct a systematic social stability risk assessment survey to achieve scientific and public-oriented decision-making for the projects.
Research scope
In December 2012, CEIDEA Research was commissioned by China Railway 2nd Design Institute Group Co., Ltd. to conduct a social stability risk assessment survey along the Chengdu Metro Line 1 South Extension, Line 3 North Extension, and Phase 2 of Line 4. The survey targeted residential households and street-front businesses along the project routes. Using a combination of questionnaire surveys and in-home interviews, the research systematically collected public awareness levels, attitudes of support or opposition, specific suggestions, and potential points of conflict regarding the metro construction projects. It also focused on investigating the public's expectations for compensation during property relocations, demands for compensation for business losses, tolerance for the impact of construction on daily life, and other sensitive issues. Additionally, the study identified and categorized the types and distribution of potential social risk sources, forming a comprehensive risk profile.
Expected outcomes
This survey is expected to comprehensively reveal the actual status of residents and stakeholders along the project routes regarding their rights to information, participation, and expression. It will identify potential social conflicts and risk points for collective incidents, providing decision-making support for the formulation of reasonable, transparent compensation and relocation plans as well as construction coordination measures. Ultimately, the resulting Social Stability Risk Assessment Report will serve as a foundational basis for the project's lawful, scientific, and democratic decision-making process. This will enhance the credibility and effectiveness of government and enterprise actions in public affairs management, ensuring the smooth implementation of the metro project under a harmonious and stable social environment, and promoting a positive interaction between urban public transportation development and social progress.
