Its affiliated Government Office serves as a central coordination, supervision, and execution body, tracking and providing feedback on the implementation of the Municipal Government's resolutions, key deployments, and leadership instructions—playing a vital role in promoting efficient government operations and enhancing public satisfaction. In response to public concerns, strengthening work style, and advancing governance modernization, the Zhu Hai Municipal Government has continuously explored the integration of third-party mechanisms to conduct scientific evaluations of administrative efficiency and public perception.
Research background
As public expectations for government service quality rise and governance concepts evolve, government satisfaction has become a key indicator for measuring administrative effectiveness and public sentiment. To further advance the construction of a service-oriented government and identify shortcomings in areas of public concern, the Office of the Zhu Hai Municipal Government launched a special social satisfaction survey in October 2012, marking the first time a third-party institution was introduced to conduct the evaluation, enhancing the objectivity and credibility of the survey. This study aims to comprehensively understand the current public perception of Zhu Hai Municipal Government's work through the collection of opinions from a broadly representative sample, identify core factors influencing satisfaction levels, and provide decision-making support for the scientific formulation of improvement strategies.
Research scope
In October 2012, CEIDEA Research was commissioned by the Office of the Zhu Hai Municipal Government to implement this social satisfaction survey. The survey targeted nine representative groups: municipal leaders (Party Committee, People's Congress, Municipal Government, CPPCC), district-level leaders (District Party Secretary, District Chief), government officials, grassroots representatives, 'two representatives and one committee member' (Party representatives, People's Congress representatives, CPPCC members), social organization representatives, resident representatives, private enterprise representatives, and other enterprise representatives. The survey assessed public satisfaction regarding government transparency, policy implementation, service efficiency, processing procedures, public feedback handling, and administrative conduct, and included a suggestion module encouraging respondents to provide specific recommendations and improvement measures. The survey process received strong cooperation and support from the Municipal Youth Volunteer Association, the Department of Development and Reform, the State-owned Assets Supervision and Administration Commission, the Civil Affairs Bureau, various industry associations, and all district and township-level authorities.
Expected outcomes
This social satisfaction survey is expected to systematically reflect the overall image and actual satisfaction levels of the Zhu Hai Municipal Government across different administrative levels, service sectors, and social groups, identifying key weaknesses and improvement needs in public administration. The final report will propose constructive recommendations from dimensions such as enhancing government credibility, optimizing service processes, strengthening feedback mechanisms, and promoting public participation, supporting the Zhu Hai Municipal Government in advancing the construction of a service-oriented, accountable, and transparent government, and providing empirical evidence and actionable directions for improving governance capabilities and public satisfaction.
