Research background
As one of China's most economically dynamic regions, the Zhujiang Delta faces significant water supply pressures in its eastern cities, such as Shenzhen and Dongguan, due to high industrial concentration and dense population. The Zhujiang Delta Water Resources Allocation Project, a major national water resources and public welfare initiative, aims to alleviate water shortages in eastern areas including Nansha District of Guangzhou, Shenzhen, and Dongguan by drawing water from the Xijiang River system. This project seeks to optimize regional water resource allocation and promote sustainable development. Given that the project route passes through multiple towns and residential areas, involving land use adjustments and construction impacts, a proactive social stability risk assessment is required to identify and mitigate potential social conflicts and instability factors.
Research scope
In March 2016, CEIDEA Research was commissioned by Guangzhou International Consulting Co., Ltd. to conduct a questionnaire survey among residents along the route of the Zhujiang Delta Water Resources Allocation Project. This survey covered areas under both the North Line and the South-to-North Transfer Line schemes, focusing on residents' awareness levels, attitudes, reasons for support or opposition, sensitivity to construction impacts (such as noise, traffic disruption, and property relocation), and their specific concerns and recommendations. The research employed a combination of questionnaire surveys and on-site interviews to deeply understand the key concerns and potential conflicts that residents may have during the project implementation, providing foundational data for subsequent social risk early-warning and conflict-resolution mechanism design.
Expected outcomes
This study is expected to systematically identify potential social stability risks triggered by the advancement of the Zhujiang Delta Water Resources Allocation Project, quantify the distribution and sentiment trends of public opinions, and summarize key factors influencing public emotions. The final social stability risk assessment report will provide scientific predictions and tiered analyses of risks across various project stages, along with corresponding response strategies and mitigation measures. This will help government authorities and construction entities achieve risk control, public sentiment responsiveness, and transparent processes, ensuring the orderly implementation of the major water project under the premise of social stability.
