The Guangdong Provincial Social Insurance Fund Administration is a specialized agency under the Guangdong Provincial Human Resources and Social Security Department, responsible for the collection, management, and supervision of social insurance funds across the province. Its responsibilities include the administration and oversight of multiple insurance funds, such as enterprise employee basic old-age insurance, rural and urban residents' basic old-age insurance, work-related injury insurance, and maternity insurance. To promote the implementation of the rural and urban residents' basic old-age insurance system and standardize operational procedures, the Guangdong Provincial Social Security Bureau actively promotes the "Social-Banking Cooperation" model, in which financial institutions handle rural and urban residents' old-age insurance services, thereby enhancing public convenience and service efficiency.

Research background

Since the implementation of the "Guangdong Province Rural and Urban Residents' Social Old-Age Insurance Financial Services Work Plan," China Post Savings Bank, as one of the cooperating financial institutions, has been handling various rural and urban residents' old-age insurance services at local levels, fulfilling key foundational service functions. In accordance with the plan's requirement to conduct a comprehensive evaluation after a three-year period, the Guangdong Provincial Social Insurance Fund Administration has commissioned an independent third-party research institution to conduct an in-depth assessment of China Post Savings Bank's performance, service quality, and existing issues in the process of handling rural and urban residents' old-age insurance services. The purpose of this evaluation is to examine the effectiveness of the cooperation and to promote the standardization, convenience, and risk-controllable development of rural and urban residents' old-age insurance services.

Research scope

In September 2015, CEIDEA Research, commissioned by the Guangdong Provincial Social Security Bureau, conducted a comprehensive evaluation of China Post Savings Bank's rural and urban residents' old-age insurance services at county and district-level agency outlets, using a combined approach of "on-site spot checks, undercover monitoring, and questionnaire surveys." The research covered key areas including service facilities and environment, efficiency in processing enrollment registration and information updates, accessibility and readability of promotional materials, procedures for premium payments and benefit disbursement, compliance in fund voucher management, completeness of system records, and standardization of front-desk service operations. Additionally, through direct surveys of service users, the study gained in-depth insights into the practical performance of the agency services in terms of humanization, efficiency, and compliance.

Expected outcomes

The final evaluation report will systematically present the overall performance of China Post Savings Bank in fulfilling its responsibilities for handling rural and urban residents' old-age insurance services, summarize typical issues and common shortcomings encountered during the service process, and propose specific improvement directions and policy recommendations based on the research findings. The report will provide data support and operational guidance for the Guangdong Provincial Social Security Bureau in optimizing future rural and urban residents' old-age insurance procedures and strengthening its guidance and supervision of financial institutions. It will also serve as a key reference for decisions on whether to continue the cooperation or adjust the scope of cooperation. Furthermore, this evaluation will help consolidate successful experiences from the "Social-Banking Cooperation" model, and promote the development of rural and urban residents' old-age insurance service delivery across the province toward greater convenience, efficiency, and professionalism.
