Research background

The post-channel line (from Zhoutouji to Luoxi Bridge Section) is a key component of the ring-shaped light rail network in Haizhu District, Guangzhou, with a total length of approximately 8.3 kilometers and 11 stations. The project aims to enhance traffic connectivity and public convenience in the southern part of Haizhu District. Since the line is constructed on the ground, construction and operation activities may impact the living environments, travel patterns, and economic interests of nearby residential buildings, businesses, and residents. To uphold the principle of balancing project advancement with social stability, a comprehensive social stability risk assessment is required prior to project initiation. This will involve actively collecting public feedback, identifying potential social conflicts, and preventing the occurrence of mass incidents or social tensions.

Research scope

In June 2016, CEIDEA Research was commissioned by Guangzhou Metro Design Research Co., Ltd. to conduct a specialized social stability and risk assessment survey for the post-channel light rail project (Guangzhai segment). The study focused on key stations and line segments, evaluating potential concerns related to property expropriation, traffic impacts, and environmental disturbances. The research team conducted a questionnaire-based survey to widely collect residents' awareness levels, attitudes toward the project, key concerns, suggestions, and risk expectations. Additionally, the study categorized and analyzed the primary channels through which residents express concerns, their preferred communication mechanisms, and acceptable compensation methods.

Expected outcomes

The final report will systematically identify potential social stability risks associated with the post-channel light rail project during its implementation process. Based on the collected data, the report will classify and analyze the risk levels and underlying causes, proposing targeted early-warning mechanisms, preventive control measures, and response contingency plans. This report will provide scientific guidance for government authorities and project developers in areas such as public information disclosure, community communication, interest coordination, and environmental management, supporting the efficient and harmonious advancement of the project under legal, stable, and sustainable conditions.
