Research background
Since the launch of the National Basic Public Health Service Program in 2009, the policy objective has been to ensure equitable and accessible basic public health services for urban and rural residents, improve overall health levels, and promote the implementation of the Healthy China strategy. Although various service contents have been gradually introduced in grassroots medical institutions across Guangdong Province, the actual effectiveness of the policy still needs to be verified through on-the-ground measurement of residents' awareness and satisfaction. In particular, the degree of service alignment with key population groups, the effectiveness of policy dissemination, and whether residents are informed and satisfied remain critical questions that the Guangdong public health system urgently needs to clarify.
Research scope
In March 2017, CEIDEA Research was commissioned by the Guangdong Center for Disease Control and Prevention to conduct a telephone-based sampling survey across all 21 prefecture-level cities in Guangdong Province. The total sample size was 2,520, with 120 effective samples collected from each city, with a focus on key population groups including pregnant women, parents of children, elderly individuals, and patients with chronic diseases. The survey comprehensively collected and analyzed data on residents' awareness of the National Basic Public Health Service Program, information sources, frequency of service contact, service accessibility, overall satisfaction, and service suggestions. It aimed to deeply understand service experiences and expectations among different population groups, and systematically assess the implementation effectiveness and areas for improvement in grassroots public health services.
Expected outcomes
The survey results will provide the Guangdong Center for Disease Control and Prevention with detailed data on residents' current awareness of public health service policies and their service perceptions. Through in-depth analysis of satisfaction levels and pain points among key population groups, the findings will offer scientific basis for optimizing policy communication, improving service processes, and formulating targeted care measures for vulnerable populations. This will further promote the equalization, efficiency, and humanization of basic public health services, and provide strategic reference for the advancement of Guangdong's health initiatives.
