Research background
In accordance with central and Liaoning Provincial Government directives on optimizing the business environment, Shenyang has been continuously advancing the construction of an international business environment. The government places high importance on administrative transparency, service efficiency, and public satisfaction, and urgently requires a quantified evaluation mechanism to assess the actual performance of various districts and relevant units in serving enterprises and the public. Based on this, CEIDEA Research has been entrusted to conduct a comprehensive evaluation, establishing a bridge for communication and feedback between government and the public and enterprises, and strengthening a performance management system driven by data.
Research scope
In October 2017, CEIDEA Research was jointly commissioned by the Shenyang Municipal Leading Group Office for Optimizing the Business Environment and Yuanfang Technology to conduct a performance evaluation study on the business environment across all 9 districts and counties, as well as their subordinate units. The research employed a quantitative survey approach, combining offline interviews and telephone questionnaires, collecting a total of 1,310 valid samples from enterprises, the public, and social organizations. The evaluation focused on key dimensions such as administrative service efficiency, transparency, convenience, and service attitude of staff. Using standardized questionnaires and statistical modeling, the overall business environment performance of different entities was quantified, ultimately resulting in a structured evaluation report.
Expected outcomes
The final research report will serve as a key reference for the 2017 annual business environment performance assessment of all evaluated entities in Shenyang, providing data support for the Municipal Party Committee and Municipal Government to accurately grasp work outcomes, identify weaknesses and gaps, and guide improvement directions. Additionally, the evaluation results will serve as important reference for relevant units to deepen reforms, optimize processes, and enhance service capabilities, further promoting Shenyang's continuous progress toward a market-oriented, rule-of-law-based, and internationally integrated business environment.
