The Guangzhou City Food and Drug Supervision and Administration Bureau is a government-affiliated regulatory body responsible for food, drug, medical device, and cosmetic safety oversight. It plays a key role in maintaining public "food safety" by performing comprehensive coordination of food safety, investigation and handling of major food safety incidents, and licensing and supervision of catering services. It serves as a critical administrative safeguard for public food safety.

Research background

With the acceleration of urbanization and the increasing complexity of food circulation channels, the Guangzhou City Food and Drug Supervision and Administration Bureau faces multiple challenges in its practical regulatory operations, including a wide variety of food product categories, uneven brand distribution, and significant regional differences. To establish a comprehensive and systematic food circulation database and enhance dynamic regulatory capabilities and risk early-warning functions, it is essential to conduct on-the-ground field research to understand the actual conditions and structural characteristics of food circulation across different regions in Guangzhou.

Research scope

In 2014, CEIDEA Research was commissioned by the Guangzhou City Food and Drug Supervision and Administration Bureau to conduct a systematic investigation of food circulation channels throughout the city. This study covered multiple districts in Guangzhou, collecting data from key terminal circulation nodes such as major vegetable and fruit markets, supermarkets, and convenience stores. The research aimed to understand the main circulation channels, brand concentration levels, category coverage, and differences in circulation models. Through field visits and interviews with channel samples, first-hand data on Guangzhou's food circulation system was obtained, providing essential support for the establishment of a food circulation data foundation by regulatory authorities.

Expected outcomes

This research will provide the Guangzhou City Food and Drug Supervision and Administration Bureau with accurate and authentic primary data to support the development of a standardized and structured food circulation database. By scientifically categorizing food brands and product types, and clarifying the basic landscape of food circulation across different regions, the study will enhance the regulatory authority's ability to identify and respond to food safety risks, promoting scientific, systematic, and information-based regulation in the catering service sector, and overall improving Guangzhou's food safety governance level
