Guangzhou Metro Design & Research Institute Co., Ltd. is a specialized institution providing professional engineering survey, design, and consulting services for urban rail transit projects. It serves as a key technical support unit for the Guangzhou Metro system, offering end-to-end technical and management support throughout the project lifecycle. Over the years, the institute has accumulated extensive experience in subway line planning, engineering design, feasibility studies, and social impact assessments, making significant contributions to the development and advancement of Guangzhou's urban transportation infrastructure.

Research background

Line 11 of the Guangzhou Metro, a large-scale loop line project, serves as a critical complement to the city's overall rail transit network, significantly enhancing urban traffic connectivity and accessibility. The line spans 43.2 kilometers with 32 planned stations, affecting a wide geographic area and a large number of residents. Given the long construction period and extensive impact on residents' housing, daily commuting, and living environments, a pre-emptive social stability risk assessment is essential to ensure that social tensions remain manageable and construction proceeds safely and smoothly, in compliance with government policies on social stability risk assessment for large-scale infrastructure projects.

Research scope

To support the social stability analysis work for Line 11, CEIDEA Research has recently been commissioned by Guangzhou Metro Design & Research Institute Co., Ltd. to conduct on-site household questionnaires among residents affected by the subway project across various sections and stations along the line. The survey focuses on key issues including property expropriation, traffic disruption, construction noise, safety hazards, public understanding of compensation, information communication effectiveness, and residents' overall attitudes toward the project. Through this process, we aim to comprehensively collect residents' concerns and demands. Survey samples cover multiple segments, ensuring diverse perspectives from different communities, property types, and interest groups are fully integrated into the analysis, providing a solid data foundation for social stability risk assessment.

Expected outcomes

This social stability assessment survey will systematically identify potential social sensitivity factors and latent risks that may arise during the implementation of Line 11. It will evaluate the severity and likelihood of each risk and propose targeted risk mitigation strategies and emergency response plans. The final report will provide government authorities and project stakeholders with scientific evidence and strategic recommendations to support effective decision-making in areas such as land expropriation negotiations, construction organization, community communication, and compensation and resettlement arrangements, thereby enabling the smooth and efficient advancement of the Guangzhou Metro Line 11 project under a stable social environment.
