Research background
With the advancement of government governance modernization, improving the service quality of district-level state-owned enterprises has become a key initiative for optimizing the business environment and enhancing public welfare. The Guangzhou Development Zone State-owned Assets Supervision Department intends to gain a comprehensive understanding of the current service conditions and public satisfaction levels of public-interest state-owned enterprises through scientifically and effectively designed third-party evaluation methods. This effort aims to identify shortcomings in current operations and provide a basis for subsequent management improvements. In December 2021, the Guangzhou Development Zone State-owned Assets Supervision Bureau commissioned CEIDEA Research to conduct a service quality satisfaction survey targeting the Transportation Investment Group, Talent and Education Work Group, and Huqu Culture Development Group—three public-interest state-owned enterprises.
Research scope
The survey achieved a total sample size of 1,000 or more. The research team scientifically allocated sample sizes for each indicator based on the specific service content and target groups of each enterprise, ensuring both the statistical validity and representativeness of the data. A combination of online surveys, in-street intercept interviews, and home visits were employed to collect data across multiple scenarios and channels within the development zone. Survey content covered aspects such as service attitude, service efficiency, service capability, service outcomes, and public awareness. CEIDEA Research developed a detailed investigation plan, including questionnaire design, implementation, data analysis, and report writing, ensuring a highly efficient and comprehensive research process to guarantee the rigor and practicality of the findings.
Expected outcomes
Through this satisfaction survey, the Guangzhou Development Zone State-owned Assets Supervision Bureau will obtain detailed evaluation data on the service quality of the three public-interest state-owned enterprises, clearly identifying their strengths and weaknesses. Based on the survey feedback, targeted recommendations will be proposed. The research findings will provide scientific support for the targeted optimization of service measures and the improvement of public satisfaction among the relevant enterprises.
