Research background
As residents' living standards and service awareness continue to improve, public expectations of government public services are gradually shifting from 'availability' to a balance of quality and efficiency. As a key urban district of Beijing characterized by high population density, diverse functions, and complex governance, Chaoyang District sees increasing demand from residents for basic public services such as community education, home-based elderly care, and primary-level medical services. To accurately understand the structure of residents' service needs and identify shortcomings and bottlenecks within the current service supply system, the Leadership Office of the Civil Affairs Work Group of Chaoyang District has decided to conduct a targeted research initiative, providing scientific decision-making support for structural reforms in public service supply.
Research scope
In July 2016, CEIDEA Research was commissioned by the Leadership Office of the Civil Affairs Work Group of Chaoyang District to conduct an in-depth needs assessment on three key public service areas—community education, home-based elderly care, and primary-level medical services—among permanent residents in Chaoyang District. The project adopted a mixed-method approach combining questionnaire surveys and in-depth interviews, covering residents across various age groups, occupations, and living conditions. It systematically examined residents' awareness of services, usage experiences, levels of satisfaction, unmet needs, and future expectations. In parallel, the study conducted a comprehensive review of the existing public service supply system to scientifically identify mismatches between supply and demand and structural disparities, providing empirical foundations for the overall evaluation and optimization of the civil service system.
Expected outcomes
The final research report will systematically assess the demand structure and current usage patterns of residents in the areas of community education, home-based elderly care, and primary-level medical services. It will identify structural contradictions and resource misalignments within the current public service supply system, and propose scientifically sound and actionable optimization recommendations. The research findings will provide strong support for Chaoyang District's efforts to advance the precision and fine-tuned reform of public services, implement differentiated supply strategies, and enhance government service satisfaction and overall governance effectiveness.
