Research background
To promote the routine and institutionalization of political and professional conduct construction within the public security system, and to further enhance the capacity and level of service to the public, the Sichuan Provincial Public Security Bureau has jointly partnered with a third-party institution to conduct a satisfaction survey across all 21 cities and prefectures. This initiative not only responds to public concerns regarding the legal administration and integrity of public security officers, but also reflects the provincial public security department's commitment to building a social evaluation system. The survey aims to identify shortcomings and issues from the perspective of the public, thereby effectively improving public security and public satisfaction.
Research scope
In May 2017, CEIDEA Research was commissioned by 360 Enterprise and the Sichuan Provincial Public Security Bureau to conduct a comprehensive satisfaction survey on the political and professional conduct of public security agencies across 21 cities and prefectures in Sichuan, as well as their subordinate county (city, district) public security (branch) bureaus. Through a combination of telephone interviews, online questionnaires, and on-the-spot intercept surveys, a representative sample of permanent residents was surveyed. The study focuses on two core dimensions: public sense of security (such as social order, crime crackdown effectiveness, and community prevention capabilities), and public satisfaction (such as law enforcement standardization, service efficiency, service attitude, police transparency, and integrity). The survey comprehensively evaluates the public's overall impressions and specific experiences regarding local public security agencies, ensuring the representativeness and objectivity of the data.
Expected outcomes
The survey results will generate a quantitative evaluation report covering the effectiveness of political and professional conduct construction across all 21 cities and prefectures in Sichuan. This report will serve as a key reference for the Sichuan Provincial Party Committee and Government in decision-making related to social governance, public security system reform, and public work. Additionally, the survey data will provide strong support for the Sichuan Public Security Bureau in formulating and adjusting the annual performance management indicators for municipal and prefectural-level public security agencies, helping to strengthen internal evaluation mechanisms and promote continuous, high-quality development of public security services.
