Guangzhou Power Supply Bureau, Southern Power Grid is a key operational unit under the Southern Power Grid Corporation, primarily responsible for power investment, construction, and operation management across 11 administrative districts of Guangzhou City. The Guangzhou power grid, one of the earliest established regional grids in China, serves as a major receiving end load center for the national 'West-to-East Power Transmission' strategy and is located at the core of Guangdong's 500 kV main ring network. It ranks among the highest in power load density among urban power grids nationwide. The Guangzhou Power Supply Bureau consistently leads the industry in ensuring urban power safety, advancing smart grid transformation, and enhancing customer service quality.

Research background

While continuously advancing urban power grid development and customer service optimization, the Guangzhou Power Supply Bureau has placed significant emphasis on building and stabilizing its workforce. Employee satisfaction is not only a key indicator of internal management and human resource policies but also directly impacts organizational efficiency and service quality. To gain a more systematic understanding of employees' true experiences, identify management weaknesses and deficiencies in incentive mechanisms, the Guangzhou Power Supply Bureau has launched a dedicated employee satisfaction survey to optimize the organizational environment, strengthen employee belongingness, and enhance work motivation.

Research scope

In April 2014, CEIDEA Research was commissioned by the Guangzhou Power Supply Bureau to conduct a comprehensive internal employee satisfaction survey. The survey covered employees across all departments of the bureau, with detailed segmentation by job category, tenure stage, and business line to ensure a solid basis for cross-sectional comparisons. Survey content included employees' levels of satisfaction and feedback regarding compensation and benefits, career development, work content, leadership style, team atmosphere, training opportunities, and organizational communication. Additionally, a 'Expectation-Experience' gap analysis model was introduced to measure the disparity between employees' actual work experiences and their ideal expectations, enabling precise identification of key influencing factors.

Expected outcomes

This survey will enable the Guangzhou Power Supply Bureau to comprehensively understand employees' awareness and attitudes toward various organizational policies and management mechanisms, and identify both common needs and differentiated issues across different employee groups. The final report will provide empirical data and actionable recommendations through multi-dimensional comparative analysis across departments, job roles, and tenure stages, supporting the bureau in improving welfare systems, optimizing performance evaluation frameworks, enhancing management transparency, and strengthening organizational belonging and employee work engagement. Ultimately, the findings will help foster a healthier, more motivating organizational culture.
