Handa Kangfu Association - Needs Assessment of Leprosy Rehabilitation Villages and Feasibility Study on Industrial Transformation

The Handa Kangfu Association was established in 1996 and is a non-profit social organization dedicated to long-term support and care services for leprosy survivors. Its service network covers Guangdong, Guangxi, and Yunnan provinces, having served over 9,000 survivors to date, with approximately 1,800 survivors currently receiving services in Guangdong Province, distributed across 34 rehabilitation villages. In addition to providing continuous medical rehabilitation support, the association actively promotes social integration, psychological counseling, and elderly care services, making it one of the leading exemplars in public welfare services for leprosy survivors in China
Research background
With advances in medical technology and increased national efforts to control leprosy, the number of leprosy patients in China has sharply declined from 520,000 at the time of founding to fewer than 6,300 today. Due to natural aging and population outmigration, the leprosy survivor population is gradually shrinking, leading to evolving service demands. Traditional service models are gradually shifting toward elderly care and end-of-life support. In response to this trend, the Handa Kangfu Association needs to reassess its service direction and resource allocation, and scientifically plan a ten-year development strategy for leprosy rehabilitation services to maximize resource efficiency and meet the changing core needs of the survivor community.
Research scope
In September 2015, CEIDEA Research was commissioned by the Handa Kangfu Association to conduct an in-depth investigation into 34 leprosy rehabilitation villages across Guangdong Province, as well as relevant staff members. Through a combination of on-site interviews and questionnaires, the study thoroughly examined the actual conditions of survivors in terms of health status, economic sources, daily care, and mental well-being. It also assessed the infrastructure, medical services, environmental safety, and long-term sustainability of rehabilitation villages. Special attention was given to survivors' needs regarding elderly care, management of major chronic diseases, and willingness to receive care for disability and dementia. The study comprehensively analyzes the future development pathways for rehabilitation services.
Expected outcomes
This study will provide the Handa Kangfu Association with a comprehensive map of the current status of rehabilitation villages and the service needs of the survivor population. Based on the collected data and trend analysis, the Association will be able to scientifically plan service resources and formulate medium- to long-term development strategies, gradually transitioning traditional leprosy rehabilitation services toward elderly care services. Additionally, the report will offer practical insights and recommendations for government agencies and non-governmental organizations in formulating policies on elderly care for special populations, optimizing medical resource allocation, and contributing to the establishment of a more human-centered, sustainable rehabilitation and care system.
